I do not know exactly what product that one is, but I have just found a website that offers the following:

The (brand and model) infrared heater is incredibly energy-efficient and economical to use. It transfers 94 percent of electric power into heat and warms up people and objects within seconds..

The infrared heater I found is just an electric bar (heating lamp) heater. So, according to this product supplier 94% is ‘incredibly efficient’.
